Jaraula to blame for PaDayon losses?

Mayor Constantino JaraulaCagayan de Oro City Mayor Constantino Jaraula and his policies are now being blamed by some PaDayon Pilipino political lieutenants for the loss of some member-barangay chairpersons in the First District who have recently shifted to opposition First District of Cagayan de Oro Cong. In interviews with this paper, PaDayon Pilipino leaders and incumbent city councilors Emmanuel Abejuela, Reynaldo Advincula and Alexander Dacer were one in dismissing reports that 27 barangay chairpersons are now with Uy .

For them, nobody can be 100 percent certain that these PaDayon Pilipino exodus reports are true unless all these barangay officials would declare openly for themselves that they had already changed political alliances.

And for them, no ‘hardline party’ member would really openly announce that they no longer want to be a PaDayon Pilipino member.

Such statements were uttered even as these PaDayon Pilipino political lieutenants were one in pointing fingers at Jaraula and the sitting mayor’s policies as among the reasons for the loss of a number of leaders and members from their fold.

They said a number of PaDayon Pilipino barangay chairpersons and their barangay kagawads cannot understand Jaraula’s way of running the City Government while others are still so used to how Vicente Emano, PaDayon Pilipino titular head and Cagayan de Oro city mayor, managed things during the latter’s administration that spanned nine years.

“Pero si Jaraula dili mana siya PaDayon kay Lakas man gyud na siya (But Jaraula is not a PaDayon Pilipino member but is with the Lakas political party),” Abejuela said.

Jaraula started out his political career not as a PaDayon Pilipino but he ran for three terms as congressman under this local political party. He is currently with the ruling Lakas-NUCD.

Advincula agreed with Abejuela in the joint interview adding that a number of barangay officials have been complaining about Jaraula and his policies when they get down to compare it with that of Emano and the latter’s management methods during the latter’s reign in City Hall.

However, this third term city councilor explained that this does not mean in any way that all these complaining barangay officials had already left the PaDayon Pilipino party but that there are only some misunderstandings with regards to Jaraula’s policies that can be ironed out later.

“Lahi-lahi ang policy sa matag-executive dili pareho. Executive prerogative magud sa executive mao nga kung unsay iyang gusto mao gyud ang matuman (Each City Hall chief executive have different policies. Everything is now under executive prerogative this is why whatever Jaraula wants this will be the one that will obeyed),” he said.

Dacer for his part said these barangay chairpersons and barangay kagawads should understand that Jaraula is still in his early months as city mayor.

He pointed out that Jaraula never served as an executive official but only as a lawmaker when compared to Emano who served three terms as mayor Tagoloan, Misamis Oriental and then as governor for the Province of Misamis Oriental.

“Lisud mangud pasabton sila tanan niini (This is something that is very difficult for some PaDayon Pilipino barangay officials to really understand),” he said.

He added that Emano also respects Jaraula so much and has yielded the management of the city entirely to Jaraula as the former is only a mere vice-mayor. (By Lizanilla J. Amarga)
