363 affected families receive disturbance pay to get out of Laguindingan airport site

A TOTAL of 363 affected structure-owners at the Laguindingan International Airport site are entitled to disturbance allowance or the so-called Settling-in Allowance of P10,000 per affected structure-owner.
This was bared by Misamis Oriental Governor Oscar S. Moreno during a recent press conference held in Cagayan de Oro City to update the public via media outfits of the status of the Laguindingan Airport Development Project (LADP).
Moreno said the Department Of Transportation and Communications (DOTC) already identified the beneficiaries and delegated the provincial government of Misamis Oriental to distribute the initial disturbance compensation to 45 affected structure-owners in the 2nd week of April, 2008.
He also reported that the site development of the relocation sites of the affected families situated in Barangays San Isidro and Tubajon, Laguindingan town.
The transfer of affected families to the two resettlement sites is primarily undertaken by the Resettlement and Relocation Office of the municipal government of Laguindingan, in coordination with the DOTC, National Housing Authority, Department of Agrarian Reform, Provincial Government, and the Ayala Corporation.
As of April 2007, at least 75 affected families were relocated to Phase 1 relocation site, which can accommodate 248 lots with provision of housing units to be constructed under the Gawad Kalinga (GK) program, the LADP report stated.
It also stated that there are now 12 affected families relocated to Phase 2 resettlement site in Barangay Tubajon and another batch of 16 affected families were transferred in the second week of April, 2008 .
Phase 2 relocation site can accommodate 425 lots, with 218 housing units undergoing construction.
Governor Moreno said the site development activities of Phase 2 started in April 22, 2007 and set to be completed on May 10, 2008.
A total of P25 million was allotted by the national government thru the NHA to finance the house construction component of Phase 2 resettlement site, where 109 duplex housing units are to be constructed, he explained.
Of the 109 duplex housing units, 37 duplex houses are currently constructed at the site.
Meanwhile, Gov. Moreno revealed that works at the airport site in Laguindingan include clearing operations, earthwork activities, and construction of access roads, among others.
He said of the 387.68 hectares of land to be utilized for the airport development, a total of 289.97 hectares were already acquired from various land owners.
A total of 3.32 hectares is set to be acquired from small landowners, while Ayala Corporation’s second donation comprising of 94.39 hectares, is still awaiting for the approval of the petition for land use conversion, from agricultural to industrial/commercial by DAR in Manila, he further said.
Moreno said Ayala Corporation earlier donated two parcels of agricultural lands for the airport site–one parcel is 84 hectares while the other is 94.39 hectares.
However, he said, the documents for the 2nd donation of 94.39 hectares has been delayed due to the requirement of the government for the Ayala Corporation to post a performance/surety bond as required in the land conversion.
Gov. Moreno also reported that the Laguindingan International Airport will be completed as scheduled on or before 2011.
Once completed and operational, he added, it is expected to create more job opportunities or employment, boost tourism industry, boost agri-business potentials, and improve the economic activities in Misamis Oriental, neighboring cities and municipalities in Northern Mindanao and the Mindanao Super Region, as a whole.
He also said he is very thankful to President Gloria Macapagal Arroyo for fast-tracking the implementation of this very big project that is currently included in the administration’s Mindanao Super Region.
The Laguindingan International Airport is one of the four flagship projects under President Gloria Macapagal-Arroyo’s “Super Regions” development strategy for Northern Mindanao.
The other three Super Region infrastructure development projects being implemented in Northern Mindanao are the P173-million Ozamiz City Airport Development Project, the P572.87-million Cagayan de Oro Port Development Project, and the P2.670-billion Panguil Bay Bridge Project of Misamis Occidental.
