City Council asks Jaraula to ‘retract’ orders

THE Cagayan de Oro City Council yesterday passed a resolution to have City Mayor Constantino Jaraula retract his orders barring J.R. Borja City Memorial Hospital doctors from volunteering their services to the monthly barangay medical outreach program of opposition First District Cong. Rolando Uy.

In a special report yesterday, opposition majority floor leader City Councilor Zaldy Ocon lambasted Jaraula’s order not to allow the City Hospital doctors from rendering their services just because of politics.

He said he was able to interview both Uy’s barangay offairs consultant Barangay Gusa chairperson Enrico Salcedo who told him that Jaraula has ordered these doctors to stay away from Uy’s free medical services program.

Also, that Jaraula confirmed this saying that the doctors were on an “on-call” basis during their free hours and that the City Hospital cannot spare any one of them just to help out in the congressman’s barangay projects.

“Pero kanang ilang pagtabang didto kang Cong. Klarex Uy on-call man usab kana…ug kung gamay ra atong doctor ngano man lagi kung PPP gamiton man ang atong mga doctor sa City Hospital? (But the barangay medical outreach program of Cong. Uy is also an on-call service on the part of the City Hospital doctors…and if we only have that few doctors around then why were they also used during the People-to-People Programs?),” he told his colleagues during their regular session yesterday.

He added that he, together with Salcedo and other barangay chairpersons and officials, will stand as witnesses on how these city hospital doctors are also being pulled out from the City Hospital during the administration’s PPP which is led by Padayon Pilipino Party leaders.

Abaday said it was just fortunate that Uy, being with the administration party in the national level, was able to call up Malacañang which immediately ordered the military’s 4th Infantry Division at Barangay Patag this city to help the congressman in this endeavor.

“Unsa man ang deperensya sa kining medical services ni Cong. Klarex Uy ug sa PPP? Dili ba dapat supportahan nato ang tanan para sa katawhan? (What is the difference between the medical services offered by Cong. Klarex Uy to that of PPP? Shouldn’t we all support every move that will clearly benefit our people?),” he said.

Lao for his part quoted the Local Government Code particularly the general welfare clause the mandates local government units to do everything in its power to protect and serve its constituents in all aspects.

“Subo kaayo nga ang pagpanerbisyo nasagulan ug politika…kay kini klaro man gyud kini nga politika ug ang katawhan maoy nabutang sa alaot (It is very sad that moves to actually service the public is tainted with politics…for this is clearly politics and it is the people who stand the suffer),” he said.

City Councilor Reynaldo Advincula for his part asked questions as to whether Uy properly followed “protocol” procedures in coordinating with Jaraula’s office.

Lao answered him by elaborating how Uy’s staff coordinated with Jaraula and the City Hospital doctors with the latter informing the congressman’s office that they could not attend the medical outreach with the mayor’s memorandum.

City Councilor Dante Pajo who heads the committee on health said the doctors being used during the PPP are those from the City Health Office and that the PPP are being held during working hours.

He added that Uy’s barangay outreach programs are held during weekends wherein City Hall cannot demand from them to attend an activity.

City Councilor Ian Mark Nacaya explained that there is a need to request Jaraula to come out with a proper health board that could have coordinated properly between the mayor’s office, Uy and the City Hospital doctors.

“There is beauty in bureaucracy…and we should allow this bureaucratic aspect to work,” he said.

Administration Majority Floor Leader Atty. Ramon Tabor said there could have been reasons why but that politics must not in any way stand as a bar from rendering service to the public.

He said he agrees with Ocon that whether the activity be spearheaded by the administration or the opposition, as long as it will clearly benefit the public, everybody should support the same.

“Ipadaplin una nato kining politika (Let us set aside politics),” he said.

For his part, administration City Councilor Alfonso Goking agreed with Tabor adding that ‘politics’ plays a huge part in almost every aspect of their life as a public official and how they so serve the public.

He suggested that should Uy and even Second District Cong. Rufus Rodriguez continue with their medical outreach programs, they might as well form and bring-in their own medical teams.

Towards the end of the city council session yesterday, Tabor read the proposed resolution to ask Jaraula to allow the City Hospital doctors to participate in Uy’s medical outreach program. No one objected and the motion was approved without further issue.
