P.5 Million for CDO “commemorative stamps” to promote tourism?

In this day and age where most people resort to electronically send their mails via the Internet or through their cellular phones, the City Council still decided to allow the sourcing out of over P.5 million just to buy what it calls “commemorative stamps.”
Committee on Tourism chairperson City Councilor Alden Bacal authored this latest move which came underfire by both opposition and administration city councilors alike during their regular session last Monday.
Opposition City Councilor Roger Abaday questioned Bacal’s Proposed Resolution No. 2008-140 which actually “requests” Promote CDO Foundation, Inc. “to source out funds in the amount of P565,220.00 for the purchase of commemorative stamps highlighting the significant events/anniversary of the City of Cagayan de Oro to promote and publicize tourism of the City in the domestic and international market.”
He said it was Bacal himself who earlier reported that Promote CDO has some issues when handling finances and that it even owes City Hall some money from the recent fiesta celebration that it handled last year.
“Why entrust this to them again?,” he said.
Bacal said Promote CDO has remitted already some P200,000.00 of the P500,000 that it owes to the City Government in the 70-30 percent deal it forged in the 2007 Fiesta Activities.
He added that the P200,000.00 is not enough for these stamps to be produced and that Promote CDO has to come in to source out the additional P565,220.00.
Majority Floor Leader City Councilor Ramon Tabor grilled Bacal regarding the size of these stamps, design and final approval of these stamps before it hits the printing press.
He pointed out how Bacal’s Proposed Resolution No. 2008- 139 was actually an indorsement of the proposal of local Postal District Manager Amor Aguilar Acting “covering the promotion of commemorative stamps” to Mayor Constantino Jaraula.
Even City Councilor Emmanuelle Abejuela threw in a question regarding the remittance of the P200,000.00
In the end, Bacal’s two proposed resolutions were still approved but with an attached pre-condition that no funds will be released until the design for these stamps were submitted for final approval to the City Council.
“Submit first the design and the funds will come later,” Tabor said.
as the project would be undertaken by Promote CDO Foundation which still owes City Hall some money and that the designs of these stamps were not submitted to the City Council.
