DepEd-CDO re-shuffling of teachers, staff looms

An evaluation and reshuffling of public school teachers and other faculty staff members from the different elementary and high school here in Cagayan de Oro is now underway to make way for the incoming school year 2008-2009.

Department of Education (DepEd) City Schools Division Superintendent Dr. Myrna Motoomull said the evaluation is one that is “performance-based” and any transfer or retention to a particular position will be instituted in a “case to case basis.”

She explained that the revamp is only to make sure that any public school teacher or faculty member is placed in a position and working environment where they can best serve the city public schools and their pupils.

“And this is to be expected when someone new is appointed in a top position,” she told Gold Star Daily in the dialect.

Motoomull earlier served as DepEd schools division superintendent in Misamis Oriental, Camiguin and Gingoog City. She was transferred just last March as DepEd schools division superintendent for Cagayan de Oro City.

Motoomull vowed to give her best in making an inventory of the project donations made by the parents and other organizations to public school teachers for the improvement of their respective public school classrooms and amenities in the previous school years.

She, however, declined to comment as to whether she has found any public teachers or faculty staff member who received donations in the previous school years yet brought to their respective homes these donated items instead.

“I cannot comment on that as I am still very new…but we will see,” she said.

Nevertheless, Motoomull assured that DepEd is preparing for the incoming school year and there are still enough government teachers to make sure that quality education in public schools will not be affected ratio-wise by the growing rise of the number of pupils this coming school year.

She said the ratio of one teacher per 45 pupils in each class whether in the elementary or secondary level is still holding up.

“Yes, we still have a one teacher for every 45 pupils in our public schools,” she said. DepEd-10 regional office’s records estimates that there are some 30,757 enrollees for this school year.

Motoomull whose educational background comes from Philippine Normal University and the University of the Philippines was recently invited to the City Council to share her vision of the basic education program for Cagayan de Oro City in the next three years.

She too vowed to give her best to support all programs and project of the city government for the achievement of quality education for the city’s school children.

Also, she voiced hopes that that with the cooperation of all stakeholders in education, her division can develop the full academic potentials of students in the city.

For his part, City Councilor Adrian Barba, chairman of the City Council’s committee on education and who also serves as dean of the Liceo de Cagayan University-College of Law, said they will be working with Motoomull to help improve the educational system in the various city elementary and secondary schools.

Motoomull explained that despite this problem in public school buildings, there are still enough government teachers to make sure that quality education in public schools will not be affected ratio-wise by the growing rise of the number of pupils this coming school year.

This despite the possibility of an increase in the number of pupils brought about population and migration growth and those who are transferred from private schools due to the current economic crisis.

revealed that Cagayan de Oro City still has some 10 “black schools” or those public schools that have classes under “makeshift buildings.”

DepEd-City Schools Division Superintendent Dr. Myrna Motoomull said the these “makeshift schools” need the immediate attention of DepEd-CDO and City Hall officials considering that school days is drawing near.

“We will be putting these black schools as our top priority,” she told Gold Star Daily.

She added that such include those public elementary and secondary schools in the urban and hinterland barangays of this city whose teachers and students are being exposed to the elements every time they hold their classes.

Also, this DepEd-CDO top-ranking official who was just appointed to the post last March this year and now sits with Mayor Constantino Jaraula’s School Board voiced hopes that her agency and City Hall will be able to work together fast in addressing this concern.

Motoomull assured that the movement will be based on the findings of this evaluation and that the reorganization to be instituted will be in a “case to case basis.”
