DepEd-CDO imposes shifting system, reduces number of school hours

The Department of Education (DepEd) yesterday started to implement a “shifting system” and the reduction of class hours in the elementary and secondary public schools to temporarily address the problem on having fewer classrooms and still a growing number of enrollees this school year 2008-2009.

DepEd City Schools Division Superintendent Dra. Myrna Motoomull explained that public elementary schools which have classroom problems will cut-down the number of hours for their Grade 2.

She said Grade 2 classes that were supposed to have a whole day classroom session will now only have classes in the morning to give way to another grader’s batch in the afternoon.

This way, she said it will now be possible that in one classroom there will be two classroom teachers one serving in the morning and another in the afternoon.

“It would be double-shifting pero dili sila dungan diha sa classroom (But they will not simultaneously be in the same room at the same period),” she told Gold Star Daily.

For those public elementary schools with secondary levels, Motoomull said they are implementing three shifts to accommodate these high school students who are suppose to attend six hours of school daily.

She nevertheless assured that their agency will try to do away with having night classes but will openly look into some situation wherein some high school students are working during the daytime and will only have a chance to finish the secondary level during the time nighttime.

DepEd records revealed that elementary and secondary public schools in Cagayan de Oro need some 164 classrooms under the DepEd prescribed rate of 55 pupils in one classroom ratio.

Motoomull the records of their Instructional Room Analysis was based on School Year 2007-2008 and that they anticipate that the number of students this school year would also increase.

She disclosed that the June 2 to 6, 2008 Enrollment Period may have lapsed but there is still a number of late enrollees who are getting themselves registered in any of the local public schools.

“And we cannot say no to any pupil who wants to enroll in a public school as this is their right,” she said.

Motoomull already met with the different principals and head teachers from the different public schools in the city last Friday at the City Schools Division conference room at City Central Elementary School.

She assured that DepEd is doing everything it can to make sure that quality education is still going to be given to their pupils even under this new system brought about by the lack of classrooms in public elementary and secondary schools.

Earlier, Motoomull said she already submitted to Cagayan de Oro First District Cong. Rolando Uy and Second District Cong. Rufus Rodriguez the list of “red schools” or those public schools that needs more classrooms and the “black schools” where there is no proper classroom at all.
