10. The Provincial Jail and Rehabilitation Center is located at the commercial complex of the city near the government and private offices and residential buildings and along the road. Thus, the location is not proper because prisoners have access to easy transportation in case of jailbreak and city constituents might be affected if trouble occurs.

The prison jail and rehabilitation center should be located in a proper place away from the city proper and commercial site so that prisoners do not have access to easy transportation in case of jailbreak and for the protection of the city constituents for any occurrence of trouble.

A visit to the compound of the provincial capitol disclosed that the Provincial Jail and Rehabilitation Center is located at the commercial complex of the city. The suspects housed on the jail were mostly from various municipalities of the Province of Misamis Oriental. The area is surrounded with private and government offices, business establishments and near the residential buildings. It is along the road and passage of all kinds of transportation.

Because of the location, the place is not proper for the prisoners because they have easy access to transportation in case of jailbreak and city constituents might be affected or hostaged if trouble occurs.

Instead of using the site for prisoners, the provincial government might use the lot for future expansion of their projects or other investment or for commercial purposes.

An Audit Observation Memorandum has been served to management calling their attention on the observation, but no reply has been received.

Recommendation:

Transfer the location of the Provincial Jail and Rehabilitation Center to a site away from the city proper to prevent access of prisoners to easy transportation in case of jailbreak and for the protection of the city constituents from harm for any occurrence of trouble.
