Fake ore transportation permits worries Gov. Moreno, MGB-10

The regional office of the Mines and Geosciences Bureau (MGB-10) is now investigating the proliferation of fake documents that allow them to transport certain ore and other minerals from place to place in the region and even beyond its boundaries.

Some of the documents include the forged signatures of MGB-10 regional director Juanito Manzano, Jr. while the others have the forged signature of Misamis Oriental Gov. Oscar Moreno.

Manzano said the probe came as they recently apprehended two groups which were using fake Ore Transportation Permit (OTP) to perpetrate their illegal acts in the region.

He said their agency is now investigating not just the members and activities of these two groups but also the other similar operators within their jurisdiction.

“Both are not isolated cases. We believe that there are still more groups which are using fake OTPs,” he told reporters in a press conference at Grand Caprice yesterday.

Manzano said the two groups were caught separately operating in the Province of Misamis Oriental and tried to pass the fake documents as the real ones when confronted with the authorities.

He said the first group was caught at Opol, Misamis Oriental trying to transport Chromites and presented a bond paper which was made to look like an OTP complete with his forged signature in it.

He added that he never signed any OTP for the transportation of Chromites for any part of Northern Mindanao and the fake OTP was accompanied with a fake official receipt with a bogus official receipt number.

Manzano said the second group presented a fake OTP when trying to transport ore minerals but this time it was Gov. Moreno’s signature which was forged.

“Gov. Moreno is also concerned with what is happening,” he said.

Manzano pointed out how they have three markers in every OTP and that each permit is written in a special security paper with a unique watermark.

He added that they also have a separate series of official receipt numbers used for OTPs.
