Military says DDR approach vital element for the peace process

Major Benedicto Manquiquis, Commanding Officer of the 1st Civil Military Operations Unit, 1st Infantry Division, Philippine Army said the Disarmament, Demobilization and Reintegration (DDR) approach of government is an important element to achieve peace in Mindanao .
Major Manquiquis said the DDR is patterned after Sweden and now adapted by other countries, including the Philippines , with the aim of solving unsettled problems of peace.
He said that the government can use this to deal with the Moro Islamic Liberation Front (MILF).
With disarmament, the MILF should have to surrender their firearms to the authorities to show their sincerity to the peace process.
“In Demobilization and Reintegration the MILF group should be demobilized and the government, through its basic services and programs, will provide them livelihood, trainings and other needed assistance for them to be reintegrated into the mainstream of society”, Manquiquis added.
However, MILF members could not be covered under the Balik Baril Program (BBP) of government because of the suspended peace process, he stressed.
He however clarified, that only the CPP-NPA members can avail of the BPP, where the Armed Forces of the Philippines (AFP) has the corresponding budget for the payment of firearms surrendered by the NPAs.
Manquiquis also stressed that the AFP has to continue its law enforcement operations and not military operations. (Rina de Jesus)
