Jaraula orders Genabe to probe police officers on quack doctor murder case

Cagayan de Oro City Mayor Constantino Jaraula has now ordered Cagayan de Oro City Police Office (Cocpo) director Isagani Genabe, Jr. to investigate the brutal murder of a 30-year old man that allegedly involves police officers.
He slammed Genabe saying the city police director should not wait until a member of the family or some concerned citizen files a complaint about the incident at Cocpo.
Genabe’s statement that he will only investigate the slaying of Robert “Benjan” Abadias Martinez when a formal complaint is filed by the victim’s family or any concerned citizen.
Genabe said he has not seen any irregularity amongst his men and that there is no basis for the investigation or on whether the incident actually happened unless a complaint is formally filed before him.
But Jaraula said, “Ang punto nga dunay gipatay mao kinahanglan imbestigahan ngano namatay, giunsa pagpatay ug kinsay nagpatay (The point is there is someone who was murdered, thus, it is imperative that an investigation be conducted as to the motive of the killing, how the victim was killed and who are responsible for the killing).”
This paper tried to contact Genabe for his comments yesterday but there was no reply.
Former city mayor now Vice-Mayor Vicente Emano said a proper complaint should be pushed at the City Council before this can be investigated by the City Council’s Committee on Police and Public Safety.
“I will also consult with the members of the City Council on what they can do to start an independent investigation on this matter,” he said.
The victim’s family and witnesses are accusing some members of the Cagayan de Oro Anti-Illegal Drugs TaskForce (CAID-TF) who are directly under Genabe as the perpetrators of Martinez ’s brutal murder.
Meanwhile, the remains of Martinez who was referred to as a native healer from the Higa-anon Tribe was buried yesterday at the Bolonsori City Memorial Park with his relatives, friends, neighbors and even patients bringing placards and other signages.
They are calling for President Gloria Macapagal-Arroyo and Jaraula to bring to justice the perpetrators of the “senseless killing” of Martinez .
They said Martinez was not a criminal of any sort considering that he was a good friend to them and even attended to his patients even without asking for a single centavo.
Martinez ’s father 75-year old Frederico Martinez and the victim’s brother Dodong already filed a formal complaint at the regional office of the National Bureau of Investigation (NBI-10).
They were accompanied with witnesses who testified before NBI-10 regional director Atty. Jose Justo Yap that the perpetrators of Martinez ’s death were police officers.
The victim’s family admitted that they fear for their own lives saying that they are up against police officers who have guns and connections while they themselves do not even have a single kitchen pan to cook their meals and have just been using a cleaned tin.
“Mao nagpasalamat ako ug dako sa mga witnesses nga bisan wala kami ikahatag nga reward ilaha gihapon gitaya ilang kinabuhi para motestigo sa kaso (This is why I am thanking the witnesses who are staking their lives to give their testimonies on the case despite how we cannot afford to give them anything),” Dodong said.
NBI-10 Dr. Tammy Uy said Martinez sustained gunshot wounds at the back of the victim’s head, at the victim’s left knee and at the victim’s back spinal cord.
Autopsy photos also showed several wounds on the victim’s left face, right cheek and back area. Dr. Kester Maniaul who signed the victim’s death certificate said the young Martinez died due to “multiple gunshot wounds.”
