Vendors call on Vice-Mayor Emano to be present during City Council Sessions

Cogon market vendors Rolando Jacut, Paulina Sabal and Virgilio Domingo were one in their stand that Cagayan de Oro Vice-Mayor Vicente Emano should do all the duties and functions that the law requires him to do as city vice-mayor.

They said this should include Emano’s task of being the presiding officer of the City Council for four hours at the very most every regular Monday session.

Records show that Emano only attended one of the 76 regular City Council session since taking the oath as vice-mayor of the city last July 2007.

“Kung dili siya kabalo ngano dili man siya magkat-on? Kung maulaw siya, ngano man? Kami gani diri (If Emano does not know his job, then why is he not trying to learn it himself? If he thinks he will be put to shame, then why would he think that way?),” Jacut who sells dried fish said.

Sabal who sells native Filipino desserts said every task can be learned and mastered by a person, if only that person is willing to try it out.

She added that Emano is even fortunate as his job is not as strenuous as the ones they undertake in a daily basis.

Domingo for his part admitted that he voted for Emano in the last May 2007 Elections for city vice-mayor for several reasons including that of Emano becoming the presiding officer of the incoming next set of city councilors.

When pressed on why he wants Emano to be presiding officer of the city council, he replied that he believes Emano would be very capable of doing such a task.

However, Barangay Bugo resident Corazon Plaridel said she believes that Emano is not exactly the laziest of all the vice-mayors in the city just because he does not act as presiding officer during city council sessions.

She said she has continues to hear how Emano is still helping out in making sure that the city is still enjoying its current peace and order situation, rescuing those who have been abducted and giving assistance to the needy.

“Pero kay naa man siya sa goberno kinahanglan mosunod siya sa tanan nga gi-mando sa balaod kay kami sa private sector gasunod man sab,” her text message reads.

Republic Act 7160 or the Local Government Code of 1991 that city vice-mayors should act as presiding officer of their respective city councils and has the power to vote when there is a tie.

A City Hall employee who requested anonymity told Gold Star Daily in a text message that Emano’s continuing absences at the City Council as its presiding officer continues to “demoralize” them.

She explained that City Hall workers and employees are mandated to perform all that the law provides for them to do without any exceptions or else they will be made to face sanctions even suspensions or dismissals.

She said it should be Mayor Constantino Jaraula who should advise Emano to perform the legally mandated task of being a presiding officer of the City Council or that Emano should not enjoy the compensation and other benefits given to a vice-mayor.

“This continues to be unfair as a government official is given salaries and benefits when he is not doing all that the law requires him to do,” she said.
