Sharshooter Sgt. Putol faces administrative charges

The sharpshooter military sergeant who was drunk yet still able to target and shot a teenager’s privates inside a karaoke bar in Naawan, Misamis Oriental last week is now facing administrative charges.
Armed Forces’ Fourth Infantry Division spokesperson Maj. Michelle Anayron told Gold Star Daily that they have now identified the shooter who was known only as a certain “Sgt. Putol”.
He said their initial investigations disclosed that “Sgt. Putol” is actually Sgt. Edwin L. Putol, a patrol base commander of a Civilian Armed Forces Geographical Unit (CAFGU) patrol base in Naawan, Misamis Oriental.
Anayron said Putol is serving with the 4th ID’s 23rd Infantry Brigade under the command of Col. Cresente Magligmat.
He said Maglimat has ordered 23rd IB company commander 1 Lt. Gubar for a full administrative investigation and a written report on the shooting incident in connection to the administrative case that Sgt. Putol is now facing.
Anayron explained that the administrative case against Putol was initiated even without any complainant.
He said the administrative case against Putol will proceed independently of any criminal and civil charges that the 19-year old target might file against Putol.
“Because this is based on the fitness to continue serving with our military,” he said.
Naawan Mayor Dennis Roa and Naawan police records revealed that Putol was allegedly under the influence of liquor when he shot the genitals of a teenager who was trying to purchase cigarettes at the karaoke bar.
The 19-year old was immediately rushed to the Northern Mindanao Medical Center (NMMC). However, it is still uncertain as to what happened to the teener’s genitals.
Anayron said among the administrative penalties that may be imposed on Putol are confinement with hard labor, fine, demotion, forfeiture of payment and even dismissal.
However, he clarified that the military has its own lawyers who will determine the facts of the case, the laws applicable and look into the recommended penalty.
He said they have to be careful that the penalty imposed is commensurate to the act committed by the accused soldier.
“Kay bisan ang demotion sakit na kaayo kana kay lisud kaayo ma-promote diri sa military (Even a mere demotion is already very painful for any military officer as it is very hard to get promoted in the military),” he said.
Nevertheless, Anayron assured that all military enlisted personnel are mandated to have a “Renewal of Enlistment” every three years which includes a full medical-physical exam.
Also, what is called a “Neuropsychiatric Test” or NT by accredited psychiatrists at Camp Evangelista to determine if the applicant has “psychotic tendencies” that may somehow compromise his mission to protect the civilian or that he may endanger himself or to his fellow soldiers.
