Ka Oris confident on ‘strategic stalemate’

Barangay Mahaba, Marihatag, Surigao del Sur — Rebel soldiers here celebrated the 41st Anniversary of the Communist Party of the Philippines with strong confidence that they would be able to achieve what they called a “strategic stalemate” against the government within five years.NDF-Mindanao spokesperson Jorge Madlos a.k.a. Ka Oris said they are now moving for the implementation of a nationwide “strategic stalemate” plan to tilt the scales in the revolutionary war they are waging against the government.
He voiced strong confidence that they can indeed achieve such an ambitious plan.
“In 1968, the communist party of the Philippines only had one district in Tarlac, now we have 139 guerrilla fronts nationwide and we have five regional fronts in Mindanao alone,” he said.
“Sa duol na matapos ang Oplan Bantay Laya one ug two sa gubyerno, walay ni bisan isa ka platoon ang nadugmok, walay ni bisan isa ka front ang nabungkag, walay ni bisan isa ka regional committee nga nahanaw (Even as the government’s Oplan Bantay Laya I and Oplan Bantay Laya II came to an end, not a single platoon was crushed, not a single front was destroyed, and not a single regional committee was lost),” he added.
Donors and supporters
Madlos said their forces will continue to increase as the government continues to commit violations against the rights of the people and foreign forces continue to grab power from the clutches of the masses to dominate and oppress them more than ever.
Already, this rebel leader pointed out that there is now a considerable increase in the number of donors that they have and the amount of donations that they received this year.
He said the donors include foreign organizations, domestic private corporations, and professionals.
Also, Madlos cited that their forces continue to increase by five percent every year.
He said their major problem right now is that the number of applicants they have is increasing at a faster rate compared to their ability to provide them with firearms.
“Ang among problema karon kay daghan ang ga-apply pero kulang ang among supply sa armas (Our problem is that we have so many applicants and we lack enough supply of firearms for them),” he said.Still, Madlos said they were able to increase the number of firepower that they have for their forces.
He said last year they were able to obtain more than 200 firearms from the attacks they launched against the military and the police alone.
“We do not have the figures for this year but I am sure we were able to obtain more firearms this year,” he said in the vernacular.
Nevertheless, Madlos made it clear that minors do not form part of their armed revolutionary group.
He said the applications submitted by those who are below 18 years old are immediately turned down.
“Walay minors ani nila (There are no minors among them),” he told reporters as he waved one hand to refer to the uniformed young rebels around them.
Madlos said also made it clear that the CPP-NDF-NPA is not one and the same with any partylist groups or militant organizations.
He pointed out that these groups are not armed and are only taking their grievances against the government to the streets.
“They just happen to support causes the same as ours,” he said.
One Platoon, One Town
Madlos said their five-year plan includes recruiting enough members constituting what he calls a “critical mass.”
He said this would even out political and revolutionary forces between their group and the government to achieve a “strategic stalemate” even out the ongoing revolutionary war they are fighting against the current “reactionary government.”
He explained that even if the government has 260,000 armed forces, it does not mean that they have to have an equal number to achieve this “strategic stalemate.”
Madlos said it is enough for them if they would have around 30 to 40 percent of the AFP forces as armed NPA rebels and 200,000 core party members including armed city partisans for “urban warfare” nationwide.
“Insakto na kini kay supportahan man kami sa katawhan (This will be enough as we know we have the support of the people),” he said.
Madlos said they are moving for a ‘one platoon, one town’ to defend the people from reactionary forces.
He said they already have several forces in numerous barangays all over the country.
Madlos said they are also moving for the establishment of a “militiang bayan” as a form of barangay defense system.
He added that each of these barangays have their own revolutionary political organizations as their form of government.
Madlos admitted that some of their members may have committed some mistakes in undertaking their missions.
He nevertheless assured that their organization is placing these errant rebel soldiers under a full blown investigation.
“The People’s Court will not hesitate to judge and punish them for their acts,” he said.
