1 IT for 40 CDO brgys in May polls

The Commission on Elections in Cagayan de Oro (Comelec-CDO) disclosed recently that it would be assigning only one information technology (IT) expert for 40 barangays here in the city during the May 10, 2010 National and Local Elections.

Comelec-CDO election officer Atty. Gina Zayas-Sabio said there would be one IT expert for every polling precinct in the city during the actual casting and canvassing of ballots.

She said these IT experts are t asked to troubleshoot possible technical problems that may arise in using the Precinct Count Optical Scan (PCOS) machines.

“Naa gyud magstand-by nga IT sa matag-presinto. Pero sa Barangay 1 to Barangay 40 gi-congest ra man ni sila mao usa ra ang atong ibutang nga IT technician (There would be an IT expert standing-by in every precinct. But for Barangay 1 to Barangay 40, which we have put together as one, there would only be one IT expert assigned).” All 40 poblacion barangays are found in the urban areas of the city.

A PCOS machine, which uses a paper-based technology, would be put up per clustered precinct. It would already be pre-programmed with the precinct’s location and number of voters among others.

Voters would personally feed their ballots into these PCOS machines. The ballots can be feed in any orientation.

Meanwhile, Comelec-10 assistant regional director Atty. Carlito Ravelo said they have yet to receive an order from their head office that the full automated election system (AES) would not be implemented in Cagayan de Oro city.

“Unless such an order is issued, then we would be proceeding with preparations for full automation in all levels,” he said.

Sabio reported that they already have a team going around the different barangays in Cagayan de Oro for voters’ education.

She said they are now even intensifying their information drive efforts to demonstrate the process of using the PCOS machines.

Sabio said this as she pointed out that, unlike the traditional manual election wherein ballots from other polling precincts may be borrowed and used in another polling precinct, this coming elections would be very different.

She said ballots from a particular precicnt will not be accepted if feed to PCOS of other precincts.

“Mao gipaningkamotan gayud nga matag botante ilabina gyud ang medyo anaa sa borderline sa literacy and illiteracy matudloan sa pagamit niini aron walay masayang nga boto (This is why we are really exerting all efforts to educate our voters particularly those who are not so literate to those who are really considered illiterate so that they would be properly instructed and no vote would be wasted)” she said.
