PNP-10 reshuffles men amid election problems

Just as the prohibited day for transfer of public officers in relation to the 2010 elections was about to dawn, the Philippine National Police (PNP) headquarters in Manila has ordered a changing of guards in Northern Mindanao.

The installation rites for the new directors were held at the PNP – 10 regional headquarters in Camp Alagar, Lapasan, Cagayan de Oro city last Friday. It was followed with a command conference with the local officials of the Commission on Elections (Comelec) where election problems were discussed. (See related story)

Meanwhile, PNP-10 regional director police chief superintendent Danilo Empedrad announced that new assignments for the police officials.

Cagayan de Oro city police director police senior superintendent Noel Armilla is now relieved of his post by police senior superintendent Benedicto Brucal Lopez who came from the directorate for Investigation Division, Camp Crame in Quezon City. Armilla is now assigned as part of PNP-10 top-brass officials in Camp Alagar this city.

PNP-10 community police relations officer-in-charge police superintendent Orlando Beñas replaced police superintendent Minoy Darimbang as the provincial police director of Lanao del Norte while PNP-10 human resource development officer police senior superintendent Edward Abejuela relieved senior superintendent Rustom Duran as provincial police director of Camiguin.

PNP-10 Police Regional Mobile Group head senior superintendent Graciano Mijares relieved police senior superintendent Alberto Patrimonio as the provincial police director for Misamis Oriental.

Empedrad explained that the outgoing provincial police directors in Camiguin, Lanao del Norte, Misamis Oriental and Misamis Occidental are all set to retire during the election period to commence Jan. 10.

“We are having this reshuffling before the prohibited day for transfer of government workers starts which is this Jan. 10,” he said.

The new Cagayan de Oro City Office (Cocpo) police director Lopez was welcomed by his classmates Armilla and senior superintendent Mario Lopez who is also the head of the PNP-10 Regional Internal Affairs Service (PNP-10-RIAS).

Armilla explained that he is forced to obey their PNP headquarters command even if he still has some unfinished business as Cocpo police director.

He nevertheless voiced confidence that Lopez would finish the tasks left for him considering that the latter is a ‘workaholic but a nice person.’

“Ato siya nga tabangan, dali ra duolon si Lopez kaila ko sa iya (Let us help Lopez settle in as he is actually a person who is easy to get along with for those who know him),” the outgoing Cocpo director said.

Lopez for his part said he received the order that he would now be the new Cocpo head at around 7:00 in the evening Thursday, the day before the changing of guards rites.

“I was lucky when I heard the news, pero nung sa pangalawang tawag na kinakailangang kinaumagahan nasa Cagayan na ako, I was shock kasi wala akong gamit at tiket,” he said.

After his installation as the new Cocpo head, Lopez immediately issued the order for his men to step up security measures for the then Black Nazarene Feast last Saturday.

“Bilang katoliko maliban na lang sa hindi, kinakailangan din nating manampalataya at bilang pulis kinakailangan nating magbigay ng siguridad sa mga deboto,” he said. Lopez who now commands 742 Cocpo officers graduated from the Philippine National Police Academy (PNPA) in 1983.
