N. Mindanao election ‘hotspots’ bared

The list of areas which are considered as “hotspots” for the May 10, 2010 national and local elections is now out.
These places, which are called Election Watchlist Areas (EWAs) considering the election-related violence in these areas, were identified by the regional offices of the Commission on Elections (Comelec-10) and Philippine National Police (PNP-10) together with the Armed Forces’ Fourth Infantry Division during a command conference held late Friday at Camp Alagar, Lapasan, Cagayan de Oro.
Two towns in the Province of Misamis Oriental are now considered as election hotspots – the Muncipality of Claveria and the Municipality of Initao.
In Bukidnon, the municipalities of Lantapan and Maramag as well as Valencia City are now under the same watchlist.
Meanwhile, Sapang Dalaga and Baliangao in the Province of Misamis Occidental are also placed under the same classification as well as the towns of Kauswagan, Munai, Matungao and Pantao Ragat in the Province of Lanao del Norte.
“This is due to the election-related violence in these three areas in the past two elections in 2004 and 2007,” said PNP-10 regional director chief superintendent Danilo Empedrad.
He said four commanders would be deployed to these four provinces – Bukidnon, Misamis Oriental, Misamis Occidental and Lanao del Norte to ensure a clean and non-violent elections this May 10, 2010.
Empedrad refused to divulge the names of these commanders for security reasons even as he added that additional names of officers who would augment these four officers would soon be presented from their PNP headquarters in Manila.
During the command conference, the security measures were also agreed upon by the Comelec-10, PNP-10 and Fourth ID.
There was also the understanding that PNP-10 elements would take charge of the peace and security in the urban barangays while the local military is responsible for the hinterland barangays in this region.
The EWA list is divided into two categories – those belonging to the election related violent incidents category (ERVI) and that of the those areas with local communist movement (LCM).
Those areas in the ERVI are where the police and military might encounter possible private armies hired by local politicians and where terrorist groups might sow trouble while those in the LCM are those some barangays are at least 50 percent controlled by communist guerilla fronts.
