No Malacañang order against Emano – DILG

The Department of Interior and Local Government in Cagayan de Oro City (DILG-CDO) yesterday denied having received any order from President Gloria Macapagal-Arroyo for PaDayon Pilipino head city vice-mayor Vicente Emano to answer for dereliction of duty.

DILG-CDO head Emilio T. Rana explained that their office would have been furnished copies of the orders for Emano to answer the administrative complaint docketed at the Office of the President.

He said this as their office is the alter ego and implementing arm of the Office of the President as it exercises supervision powers over local government units and local elected officials such as the Cagayan de Oro city vice-mayor.

“Pero wala kami nadawat nga order gikan sa Malacañang mahitungod ana nga kaso batok ni Emano (But we have not received any order from Malacañang on the charges against Emano),” he told Gold Star Daily.

Meanwhile, Rana said they would not hesitate to carry-out the orders from Malacañang even if it includes Emano’s suspension.

But as to whether the President can still suspend Emano considering the election ban on suspension that took effect last January 10, this DILG officer said the Commission on Elections (Comelec) would be the best agency to address such queries.

“I cannot say whether the President can still suspend Emano. It would be best to ask the Comelec as they are the ones who know more about the election prohibitions,” he said.

Earlier, opposition city councilor Roger Abaday who was among those who slapped the administrative complaint against Emano alleged that the city vice-mayor was already ordered by Malacañang to answer the charges filed against him.

The administrative complaint include dereliction of duty, grave misconduct, gross negligence and conduct unbecoming of a public official was filed against Emano for his being absent from the City Council regular session for more than 100 occasions.

Those who filed the complaint together with Abaday are senatorial candidate Manuel Valdehuesa of Kapatiran, councilors Teodulfo Lao Jr. and Zaldy Ocon, barangay chairpersons Enrico Salcedo of Gusa and Carmelito Damo of Indahag, and Greg Macabodbod, a candidate for a city council seat.
