Cagayan de Oro City residents score failure to interconnect all telephone lines

Several city residents and a local telephone company recently scored the PaDayon Pilipino-led City Hall for its failure to fully implement two 2005 legislative measures that would have pushed for the full interconnection of all telephone trunk lines in the city.

The two resolutions were enacted as early as 2005 and were authored by no less than PaDayon Pilipino’s very own vice-mayoral candidate and sitting First District city councilor Caesar Ian Acenas.

Barangay Kauswagan resident Paulo Johnny Tion and Barangay Nazareth resident Lalaine Pardo separately criticized the City Government for failing to wield its vast powers and move for these telecommunications firms to interconnect their telephone networks.

“Nakalimot na siguro sila niini kay wala man sila’y makita nga kwarta sa interconnection mao ang ilaha lang nahuna-hunaan kanang P50 million Telepono sa Barangay nga proyekto nga hangtud karon walay klaro,” Tion said.

For her part, Pardo said there are numerous ways on which the City Government could have move for a full implementation of the twin Acenas resolutions which may range from granting juicy incentives to some “well-planned of penalties” for companies.

“Anyway, this is still for the general welfare of Cagayanons. If they spend so much for our welfare, why not this?” she asked.

Southern Telecommunications Company, Inc. (Sotelco) manager Josephine Balayo and marketing head Melchor Ladrillo said they have been trying to hook-up their telephone connection with Misamis Oriental Telephone System, Inc. (MISORTEL) and Philippine Global Communications Company, Inc. (PhilCom) for the past years but to no avail.

They said PhilCom, which was recently bought by the Philippine Long Distance Telephone (PLDT), has now agreed to interconnect their system with that of SOTELCO just recently.

“Pero sa MISORTEL gipasa-pasa gyud kami,” Ladrillo said.

Ladrillo lamented how their company and their subscribers have yet to fully benefit from the twin Acenas resolutions passed in 2005.

In an interview, City Planning and Development officer Estrella Sagaral said they have been trying their best to encourage telecommunications companies to interconnect their telephone trunk lines.

Sagaral pointed out that it is with the major telecommunications firms who already have numerous subscribers that are dragging their feet towards this move for a fully interconnected telephone system in the city.

“But this is understandable because some of the equipments they are using are incompatible also with that of the other telecommunication companies so it is very hard to interconnect them immediately,” she said.

The two Acenas legislative measures are: Resolution no. 7229-2005 which is a “resolution earnestly requesting the respective management of MISORTEL, PhilCom, Cruztelco, and the DOTC-Telecommunications Office to consolidate their telephone directories into a single directory, and if possible to include therein the directories of neighboring cities and provinces.”

Also, Resolution no. 7230-2005 which is a “resolution earnestly requesting the respective management of MISORTEL and PhilCom to provide additional trunk lines for the interconnection of their telephone systems.”
