NTC-10 sees breach of contact in P50 million Telepono sa Baranay deal

The regional office of the National Telecommunications Commission (NTC-10) revealed that the contractor of the P50 million Telepono sa Barangay installed a different telephone system that is “technically wrong” and was not the one agreed upon by the City Government in its contract.

The statement was issued by NTC-10 regional director Engr. Teodoro Buenavista, Jr. after being shown a copy of the contract that the Supplier Contractor and Networking Telecommunications (Scantel) signed with the Emano Administration in 2003.

Also, Buenavista has sent out NTC-10 engineers Glenn Rosas and Jegger Butaslac for a surprise inspection on the installations made by Scantel in the barangays of Tagpangi, Pagalungan and Lumbia just last Monday.

In an interview, Buenavista said what Scantel installed was a telephone system anchored upon what is known as a “Wireless Data Network” or WDN in the 17 recipient hinterland barangays.

Each of the barangays were installed a panel wherein attached to it is a Linksys or Airspan modem, a Linksys router, a 5×5-inch small power supply box and eight 2×2-inch switches linked to the eight telephone handset units.

“Technically this is wrong because a WDN is not designed for voice calls but for the data. If mo-andar man gani dili kini magdugay,” he said.

Buenavista said Scantel did not obey what was written in its contract with City hall in installing each of the 17 barangays under the Telepono sa Barnagay with eight telephone lines each.

The 11-page contract signed by Scantel and the City Government last May 23, 2003 reveals that Scantel agreed to install a “Prime Wave” Wireless Local Loop Equipment, a “Long Reach Radio”, a “Main Distribution Frame”, Peripherals, Accessories and Local Materials, Local Engineering Services, Co-Location / Location of Tower and Shelter, Training and Equipment and Others.

“Wala may in-ana nga na-install,” he said.

During the inspection conducted by NTC-10 engineers Glenn Rosas and Jegger Butaslac last Monday, only one of the 24 telephones installed by Scantel in the barangays of Tagpangi, Pagalungan and Lumbia actually worked. One telephone can only receive incoming calls.

In Barangay Tagpangi, barangay councilor Joven Albarin and barangay secretary Maricar Latayada revealed that there were only four telephone lines given to them instead of eight.

The NTC-10 engineers found out that only one telephone can receive incoming and outgoing calls while the other can only receive calls. The two other telephones were on display but not working since June 2008.

“Tungod mangud kuno na kay mibuto ang among planka,” Latayada said.

In Barangay Pagalungan, barangay treasurer Jeany Pinuhan said Scantel installed eight telephone lines for them since January 2008.

“But less than two months lang wala na dayon mo-function sukad,” she said.

Barangay Lumbia treasurer Rosalie Avenido said their telepono sa barangay lines were decommissioned last July 2009.

She said they were told that a lightning struck the transmitter that was located in the Malasag area.

“Pero mi-aso na sa una,” commented the barangay personnel whose table was located beside the Scantel telephone system panel.

Aside from using the wrong system, Buenavista said Scantel did not use a special cabinet-like box to put in all the telecommunication devices that it installed.

He said this is the standard procedure to make sure that moist, dust and other temperature variations would not affect these gadgets.

“This is for a long-term project, all measures to make sure that the project lasts long and is well preserved and protected should have been taken. Dili gyud na modugay,” he said.
