The regional office of the National Telecommunications Office (NTC-10) is now gearing up to investigate anew and re-check the installations and activities of the Emano Administration’s contractor for the P50 million Telepono sa Barangay flagship project.

NTC-10 regional director Engr. Teodoro Buenavista, Jr. said they had already conducted an investigation on the supplies, installations and even the technologies used by Supplier Contractor and Networking Telecommunications (Scantel) in putting up the Telepono sa Barangay Project in 2007 and 2008.

But this time, he said he would like to take a second look at the entire project because his NTC-10 team members were only able to check out eight of the 17 Telepono sa Barangay beneficiaries.

“Kay adtong panahona eight paman gyud ka barangays ang natauran,” he said yesterday.

He added that he would like to regroup his team members to look into the remaining nine barangays that SCANTEL and City Hall officials claim to have already been near-completion or even fully operational.

Buenavista explained that the violations of the telecommunication laws made by SCANTEL for the eight barangays then than that of the remaining nine barangays.

“Unya sige lang raba sila ug taud dayon wala pa silay permit kay ang gi-ingon sa amoang head office kay nag-plano pa sila ug kuha ug permit,” he said.

“Dili man mahimo nga mag-sige sila ug install ug padayon sa proyekto unya wala sila’y permit,” he added.

This paper failed to contact SCANTEL president Francisco Villapando, Jr. as of press time yesterday for his side on this matter.

Meanwhile, opposition City Councilor Roger Abaday already conducted his own ocular inspection on the Telepono sa Barangay installations at barangays Pagatpat and Canitoan last Friday, Feb, 5.

He said he tried the SCANTEL equipment that were installed and asked the barangay officials on the details of this telephone system project in their respective areas.

“Confirm the telephone you are calling is not functioning,” he said.

For opposition City Councilor Teodulfo Lao, Jr., he would not be pushing through with the special report he prepared regarding the latest development on this Telepono sa Barangay project undertaken by Emano Administration in 2003.

He said the media has explained to the public the details of this project.

“By the way I look at the issue, the public is now absorbing the fact that the Telepono sa Barangay is indeed a shenanigan because Mayor Tinnex Jaraula said that it didn’t adher to the level of performance as it should,” his text message reads.

By Lizanilla J. Amarga

The regional office of the Commission on Elections (Comelec-10) only has one election machine to be used for its Automated Election System (AES) voters’ education drives all over the region.

In an interview, Comelec-10 regional director Atty. Renato Magbutay said they have already started out in conducting the voters’ education campaign even going down to the barangay-to-barangay level.

However, he admitted that they are using only one election machine or Precinct Count Optical Scan (PCOS) to be shared by the provinces of Bukidnon, Camiguin, Misamis Oriental, Misamis Occidental and Lanao del Norte as well as the two highly urbanized cities of Cagayan de Oro and Iligan.

“Isa lang (PCOS) for now for the entire region,” he told reporters during an interview at Camp Alagar , Lapasan this city.

When pressed on whether there are any plans to send over more PCOS for the voters’ education training, Magbutay answered that this might be possible.

“Pero siguro pagmalapit na ang eleksyon,” he said.

In a separate interviews, Comelec-Misamis Oriental election supervisor Atty. Carlito Ravelo and Comelec-Cagayan de Oro election officer Atty. Gina Zayas-Sabio revealed that there is only one PCOS being taken around the region to show voters how to cast their votes during this year’s automated election.

They said they have to share the one PCOS machine with the other provinces and cities that are scheduled to have a voters’ education seminar in their area.

Ravelo said the voters’ education campaigns even sometimes include having the participants practice how to shade some sample ballots and having them feed it to the PCOS machine.

He added that, during PCOS demonstrations, the Comelec officials assigned to demonstrate would show that the PCOS machine would not accept ballots that are fake, tampered, lacked the security features or are not the ones it was programmed to receive.

As of April 2009 alone, Comelec-10 already reported that there are now 2,082,254 registered voters in the entire Northern Mindanao .

Misamis Oriental has the highest number of registered voters with 695,420, followed by Bukidnon, 658,627, Lanao del Norte, 461,493, Misamis Occidental, 298,846, and Camiguin, 53,379 voters.

The most number of new registrants is also recorded in Misamis Orriental with 38,029, followed by Bukidnon, 37,885, Lanao del Norte, 20,350, Misamis Occidental, 16,807 and Camiguin, 3,485 registrants.

Magbutay also said the region has 13,857 established and 4,327 clustered precincts in its 2,022 barangays from 93 municipalities and cities.

The most number of established precincts is still in Misamis Orriental with 4,722 followed by Bukidnon, 4,336, Lanao del Norte, 3,243, Misamis Occidental, 2,091, and lowest in Camiguin, 365 precincts.
