3 AN ORDINANCE REGULATING THE PURCHASE AND SALE, TRADE-IN,

4 PAWNING OF USED, PRE-OWNED AND RECONDITIONED 5 MOBILE PHONE WITHIN THE TERRITORIAL JURISDICTION OF 6 CAGAYAN DE ORO CITY; PROVIDING PENALTIES FOR VIOLATION 7 THEREOF; AND FOR OTHER PURPOSES

11 WHEREAS, the buying and selling of second-hand or used mobile phones by 12 mobile phone dealers and/or mobile phone retailers/resellers is allegedly a profitable

13 business venture in Cagayan de Oro City;

15 WHEREAS, it has also been reported that the aforementioned second-hand or

16 used mobile phones are now accepted by a number of pawnshops as items for

17 pawnll1g; 18

19 WHEREAS, in unison with the said upswing commerce on second-hand or

20 used mobile phones is the report that snatched or stolen mobile phones are

21 surreptitiously being sold by lawless elements to mobile phone dealers and/or mobile

22 phone retailers/resellers or pawned to pawnshops as second-hand or used mobile

23 phone units; .

25 WHEREAS, some shocking instances have already occurred wherein

26 customers of some mobile phone dealers and/or mobile phone retailers/reseUers

27 vending second-hand mobile phones have ended up buying their snatched or stolen

28 mobile phone units;

30 WHEREAS, there is indeed an undeniable linkage between the reported rash

31 or mobile phone snatching and the proliferation of buying, selling and pawning of

32 second-hand or used mobile phones in the city;

33

34 WHEREAS, curtailing the selling, buying and pawning of second-hand or

35 used mobile phones bereft of original receipt of purchase of the unit would

36 substantially help in addressing the alarming increase in the theft and robbery of

37 mobile phones within the city since the market of the same would be vastly reduced,

38 it not eliminated;

40 WHEREAS, the Local Government Code of 1991 mandates the City

41 Government of Cagayan de Oro to enact measures designed to ensure that the mobile

42 phone-owning public, as well as the operations of mobile phone-based business

43 entities will not be unduly harmed by the criminal activities of lawless elements;

45 NOW, THEREFORE:

PNP 10 celebrates 19th founding anniversary

Cagayan de Oro (1 February) – The Philippine National Police (PNP) is under an impetus to evolve with the ebb and flow of history, especially now when the changing needs of our country have demanded more from our men and women in uniform.

Thus said Police Chief Superintendent Danilo T. Empedrad, regional director of the PNP, region 10, as he delivered his opening remarks during PNP’s 19th anniversary, held at Camp Alagar, this city, February 1.

Empedrad stressed that the police today are not just “wilders of the sword and shield’ but above all, they are moral compasses and partners in societal development of the community. He pointed out that the police must not only possess tangible skills but more importantly, they should have the right mindset and heart to do what is right, honest, and just.

Quoting Jose P. Rizal’s words “Tal pueblo, Tal gobierno” (the government reflects the people governed), Empedrad admonished with his revised version “Tal policia, Tal pueblo” (the police reflects the kind of people in our country), focusing on the important role of the police as role models of the people.

He added that as the PNP moves forward into the future, more emphasis will be focused on acquiring modern equipment, upgrading of individual skills and capabilities, and learning of new doctrines and tactics. All these should be done to improve the delivery of service towards a modern police force.

Empedrad ended by calling on all men and women in uniform to reflect on the real essence of being a member of the force. He hopes that all the men and women of Police Regional office 10 will continue to live up to what the badge and uniform ask of them, in terms of moral conduct and ethical behavior. He also reminds everyone that the fight against lawless elements will be difficult if there is no help and participation of the community. (Henry D. Daquipel, PIA 10)

GSIS members get to hand free college scholarship to lucky youths

MEMBERS of the Government Service Insurance System (GSIS) once again get to help fulfill the scholastic dreams of a number of lucky youths through the 2010 GSIS Scholarship Program, wherein winning members get to select any incoming college freshman or current college student of their choice to be the beneficiary of the scholarship.

All GSIS active members with updated premium payments can join the program. To join, members just need to fill up an application form available in all GSIS offices nationwide and also downloadable from the GSIS website at www.gsis.gov.ph.

Duly accomplished forms must then be submitted to any GSIS office for processing.

Winning members will be drawn through an electronic raffle. Two-hundred slots are available this year.

Under the program, scholars enjoy tuition and miscellaneous fees of P20,000 per semester and a monthly stipend of P2,000.

“The GSIS scholarship program is one of our premier Corporate Social Responsibility programs. With it, we can help a lot of our youths achieve their goals and live their dreams by providing them free tertiary education,” said GSIS President and General Manager Winston F. Garcia.

GSIS scholars may enroll in any school or degree of their choice.  Records show that since the program’s inception, majority of the grantees have pursued engineering, accountancy, and nursing courses.

The application period is currently ongoing and will last up to April 23, 2010. The electronic raffle draw is on May 19, 2010.

Tourism Board invites local poets to

join “Balak Idol: CdeO Edition”

The City Tourism Board and the City Government of Cagayan de Oro invites all local poets to join the first-ever “Balak Idol: Cagayan de Oro Edition” which will be staged on Feb. 13, 2010, this city.

Ms. Ingrid Chaves-Agudo, City Tourism Board member and chair of the event, said the contest aims to instill pride and confidence on one’s roots/ancestry, and to preserve the art of “BALAK” – a debate in poetic verse, which is slowly becoming extinct because of external influence.

The contest also hopes to cultivate the art of public speaking, debate and poetry in the vernacular and to promote goodwill among members of the community, Agudo added.

The contest is open to all residents of Cagayan de Oro City. The entrants’ registration form must be signed by their Barangay Captain to certify that he/she is a bonafide resident of said barangay.

The “Balak” must be at least 2 minutes long but not exceeding 5 minutes and must be as close to the vernacular as possible. The content or message of the “Balak” must not be offensive to public morals, must not use indecent language and must promote goodwill in the community suggested topic such as: love, pride for the country, praise of person/s, expressions of virtues and the like. The contest piece must be original.

The piece should have a proper rhyming and cadence must be observed, use of background music (live or canned) is allowed but must not interfere with the delivery of the contest piece, wearing of costume and use of props may enhance the over-all delivery but will not be judged. The decision of the board of judges is final.

Contest date are as follows: February 13, 2010 (Elimination round for the 15 finalist) while the final contest will be on February 14, 2010. The contest piece must be submitted on or before February 10, 2010 at the City Tourism and Cultural Affairs Office at City Hall.

Criteria for judging will be 30% for content/message, 20% on rhyme/cadence, 20% on delivery/voice, 20% on originality and 10% on audience impact.

The Grand Champion will receive P15,000 plus a trophy, while the first and second runner-up will receive P10,000 and P5,000 plus trophy, respectively. The other finalists will receive P1,000 each.

City to bring PPP in 5 Oro brgys this month

Thousands of residents in five barangays of the city are expected to avail of the city government’s basic services as the People to People Program (PPP) goes to their respective places starting this week.

In her Memorandum No. 048-10 issued to all City Hall department heads and chiefs of office, Acting City Administrator Griscelda M. Joson said the People the People Program will be brought to Zone 12, barangay Carmen on February 4; barangay Besigan on February 9; barangay Kauswagan on February 12; barangay Macabalan on February 16 and barangay Pagalungan on February 23.

As usual, City Mayor Constantino “Tinnex” Jaraula, Vice Mayor Vicente “Dongkoy” Emano, members of the City Council, department heads and chiefs of office will lead City Hall employees in the delivery of free services to the residents of the host barangays.

Major services to be rendered to the people of Zone 12, Carmen, Besigan, Kauswagan, Macabalan and Pagalungan include medical consultation/check-up with free medicines, dental and circumcision, agricultural and veterinary services, business and finance, social services, among others.

A simple mass wedding ceremony to be officiated by Mayor Jaraula, Vice Mayor Emano and City Councilors will also highlight the city’s one-stop shop community outreach program.

The People to People Program (PPP), now running for 12 years since then Mayor and now Vice Mayor Emano launched the activity in 1998, is one of the flagship programs of the city government that aims towards bringing the city’s basic services right on the doorsteps of the residents, especially in the hinterland barangays.  (City Information Office)
