			<content:encoded><![CDATA[<p>PNP 10 celebrates 19th founding anniversary</p>
<p>Cagayan de Oro (1 February) &#8211; The Philippine National Police (PNP) is under an impetus to evolve with the ebb and flow of history, especially now when the changing needs of our country have demanded more from our men and women in uniform.</p>
<p>Thus said Police Chief Superintendent Danilo T. Empedrad, regional director of the PNP, region 10, as he delivered his opening remarks during PNP’s 19th anniversary, held at Camp Alagar, this city, February 1.</p>
<p>Empedrad stressed that the police today are not just &#8220;wilders of the sword and shield&#8217; but above all, they are moral compasses and partners in societal development of the community. He pointed out that the police must not only possess tangible skills but more importantly, they should have the right mindset and heart to do what is right, honest, and just.</p>
<p>Quoting Jose P. Rizal&#8217;s words &#8220;Tal pueblo, Tal gobierno&#8221; (the government reflects the people governed), Empedrad admonished with his revised version &#8220;Tal policia, Tal pueblo&#8221; (the police reflects the kind of people in our country), focusing on the important role of the police as role models of the people.</p>
<p>He added that as the PNP moves forward into the future, more emphasis will be focused on acquiring modern equipment, upgrading of individual skills and capabilities, and learning of new doctrines and tactics. All these should be done to improve the delivery of service towards a modern police force.</p>
<p>Empedrad ended by calling on all men and women in uniform to reflect on the real essence of being a member of the force. He hopes that all the men and women of Police Regional office 10 will continue to live up to what the badge and uniform ask of them, in terms of moral conduct and ethical behavior. He also reminds everyone that the fight against lawless elements will be difficult if there is no help and participation of the community. (Henry D. Daquipel, PIA 10)</p>

			<content:encoded><![CDATA[<p>GSIS members get to hand free college scholarship to lucky youths</p>
<p>MEMBERS of the Government Service Insurance System (GSIS) once again get to help fulfill the scholastic dreams of a number of lucky youths through the 2010 GSIS Scholarship Program, wherein winning members get to select any incoming college freshman or current college student of their choice to be the beneficiary of the scholarship.</p>
<p>All GSIS active members with updated premium payments can join the program. To join, members just need to fill up an application form available in all GSIS offices nationwide and also downloadable from the GSIS website at www.gsis.gov.ph.</p>
<p>Duly accomplished forms must then be submitted to any GSIS office for processing.</p>
<p>Winning members will be drawn through an electronic raffle. Two-hundred slots are available this year.</p>
<p>Under the program, scholars enjoy tuition and miscellaneous fees of P20,000 per semester and a monthly stipend of P2,000.</p>
<p>“The GSIS scholarship program is one of our premier Corporate Social Responsibility programs. With it, we can help a lot of our youths achieve their goals and live their dreams by providing them free tertiary education,” said GSIS President and General Manager Winston F. Garcia.</p>
<p>GSIS scholars may enroll in any school or degree of their choice.  Records show that since the program’s inception, majority of the grantees have pursued engineering, accountancy, and nursing courses.</p>
<p>The application period is currently ongoing and will last up to April 23, 2010. The electronic raffle draw is on May 19, 2010.</p>

<p>join “Balak Idol: CdeO Edition”</p>
<p>The City Tourism Board and the City Government of Cagayan de Oro invites all local poets to join the first-ever “Balak Idol: Cagayan de Oro Edition” which will be staged on Feb. 13, 2010, this city.</p>
<p>Ms. Ingrid Chaves-Agudo, City Tourism Board member and chair of the event, said the contest aims to instill pride and confidence on one’s roots/ancestry, and to preserve the art of “BALAK” &#8211; a debate in poetic verse, which is slowly becoming extinct because of external influence.</p>
<p>The contest also hopes to cultivate the art of public speaking, debate and poetry in the vernacular and to promote goodwill among members of the community, Agudo added.</p>
<p>The contest is open to all residents of Cagayan de Oro City. The entrants’ registration form must be signed by their Barangay Captain to certify that he/she is a bonafide resident of said barangay.</p>
<p>The “Balak” must be at least 2 minutes long but not exceeding 5 minutes and must be as close to the vernacular as possible. The content or message of the “Balak” must not be offensive to public morals, must not use indecent language and must promote goodwill in the community suggested topic such as: love, pride for the country, praise of person/s, expressions of virtues and the like. The contest piece must be original.</p>
<p>The piece should have a proper rhyming and cadence must be observed, use of background music (live or canned) is allowed but must not interfere with the delivery of the contest piece, wearing of costume and use of props may enhance the over-all delivery but will not be judged. The decision of the board of judges is final.</p>
<p>Contest date are as follows: February 13, 2010 (Elimination round for the 15 finalist) while the final contest will be on February 14, 2010. The contest piece must be submitted on or before February 10, 2010 at the City Tourism and Cultural Affairs Office at City Hall.</p>
<p>Criteria for judging will be 30% for content/message, 20% on rhyme/cadence, 20% on delivery/voice, 20% on originality and 10% on audience impact.</p>
<p>The Grand Champion will receive P15,000 plus a trophy, while the first and second runner-up will receive P10,000 and P5,000 plus trophy, respectively. The other finalists will receive P1,000 each.</p>

<p>Thousands of residents in five barangays of the city are expected to avail of the city government’s basic services as the People to People Program (PPP) goes to their respective places starting this week.</p>
<p>In her Memorandum No. 048-10 issued to all City Hall department heads and chiefs of office, Acting City Administrator Griscelda M. Joson said the People the People Program will be brought to Zone 12, barangay Carmen on February 4; barangay Besigan on February 9; barangay Kauswagan on February 12; barangay Macabalan on February 16 and barangay Pagalungan on February 23.</p>
<p>As usual, City Mayor Constantino “Tinnex” Jaraula, Vice Mayor Vicente “Dongkoy” Emano, members of the City Council, department heads and chiefs of office will lead City Hall employees in the delivery of free services to the residents of the host barangays.</p>
<p>Major services to be rendered to the people of Zone 12, Carmen, Besigan, Kauswagan, Macabalan and Pagalungan include medical consultation/check-up with free medicines, dental and circumcision, agricultural and veterinary services, business and finance, social services, among others.</p>
<p>A simple mass wedding ceremony to be officiated by Mayor Jaraula, Vice Mayor Emano and City Councilors will also highlight the city’s one-stop shop community outreach program.</p>
<p>The People to People Program (PPP), now running for 12 years since then Mayor and now Vice Mayor Emano launched the activity in 1998, is one of the flagship programs of the city government that aims towards bringing the city’s basic services right on the doorsteps of the residents, especially in the hinterland barangays.  (City Information Office)</p>

			<content:encoded><![CDATA[<p>Residents in two heavily-populated barangays here in Cagayan de Oro city complained of water supply interruptions from the Cagayan de Oro Water District (COWD) in their areas since the start of the Christmas holiday season.<span id="more-1948"></span></p>
<p>Barangay Patag resident Alberto Manuel Subornido described the flow of their water supply as being “erratic” and “unreliable.”</p>
<p>He said the water supply would be out as early as 7:00 to 8:00 in the morning everyday making it very inconvenient for those persons who are going to work or to their schools.</p>
<p>“Bisan kinsa pa ang imong pangutan-on diri mao gyud ang problema (You can ask anyone here and they would relay to you the same problem),” he said.</p>
<p>He added that their water supply problem was more felt during the Christmas and New Year holidays.</p>
<p>Carmen resident Katherine Palad said they are also experiencing the same water woes with those in Barangay Patag.</p>
<p>“Ang agas murag ihi nalang gud labi na kanang peak hours. Samot kadtong pasko halos wala gyud (The water supply flow would be like that of a person urinating especially during peak hours. The worst was during the Christmas season when there was almost no water supply at all),” she said in a text message.</p>
<p>COWD spokesperson Ledel Sagrado admitted that their water distribution firm’s Production wells 17 and 25, which supply water to barangays Carmen and Patag, are not fully functioning.</p>
<p>“The two production wells are suffering technical problems,” she said.</p>
<p>She added that there were also some problems with the water pressure in higher-level areas in the two barangays.</p>
<p>Sagrado said they had already sent out men to fix the two production wells and that they are now being fixed to make sure that the water supply distribution in the two barangays are back to normal as soon as possible.</p>

<p class="MsoNormal">PaDayon Pilipino city councilors yesterday did not give opposition city councilors the opportunity to question the controversial P250 million Agora Integrated Bus Terminal (IBT) contract during their regular session yesterday. <span id="more-1711"></span></p>
<p class="MsoNormal">Opposition   City Councilor Roger Abaday attempted to raise his questions on the Agora IBT Build-Operate-Transfer (BOT) deal during the first part of their regular session under “Special Reports”.</p>
<p class="MsoNormal">But City Council acting presiding chairperson Ian Mark Nacaya ruled that this would be a violation of their Internal House Rules considering that there was an invited guest speaker from SM City who made a presentation on their biodegradable “Green Bags.”</p>
<p class="MsoNormal">“In our order of proceedings, if there is an invited speaker there’s no special reports,” he said.</p>
<p class="MsoNormal">He added that City Councilor Alfonso Goking even agreed that his special report will be given later as one of the items under “Other Matters.”</p>
<p class="MsoNormal">Abaday tried to reason out but then yielded to Nacaya’s ruling as presiding officer to follow in Goking’s footsteps.</p>
<p class="MsoNormal">During the time allocated for “Other Matters” and just before adjournment of their council session, Goking gave his special report.</p>
<p class="MsoNormal">When Goking finished, Abaday returned to speaker’s stand and tried to also present his special report saying that what he was about to discuss was of “vital importance” as it has placed the City Council into the “limelight”.</p>
<p class="MsoNormal">But Abaday was interrupted by <span id="lw_1233819365_0" class="yshortcuts">Majority Floor Leader</span> Ramon Tabor who inquired as to nature and topic of his report.</p>
<p class="MsoNormal">Abaday said it was about the Agora BOT contract which was recently signed by Mayor Constantino Jaraula.</p>
<p class="MsoNormal">saying that what he would even be yielding the floor to opposition City Councilor Teodulfo Lao to discuss the matter.</p>
<p class="MsoNormal">But just as Abaday was saying that Lao is the best person to discuss the Agora IBT contract considering that project is located at Lao’s district and the latter was the barangay chairperson of Barangay Lapasan where the project will be constructed, he was interrupted by Tabor.</p>
<p class="MsoNormal">Tabor told Abaday that this matter should have been first placed under their city council’s calendar of items to be discussed before it should be brought to their regular session.</p>
<p class="MsoNormal">“I’m very sure that we are all interested to discuss this but this should be calendared. I assure you City Councilor Abaday we are eager to discuss this,” he said.</p>
<p class="MsoNormal">Nacaya then inquired from Tabor as to whether there is a pending motion regarding the Agora BOT project.</p>
<p class="MsoNormal">When Tabor replied that there was none, Nacaya said he is thus ruling in favor of the opinion of the Majority Floor leader.</p>

<p class="MsoNormal">A number of voices from the administration city councilors moved for the adjournment while Abaday, Lao and Minority <span id="lw_1233819365_1" class="yshortcuts" style="border-bottom: 1px dashed #0066cc; cursor: pointer;">Floor Leader</span> Zaldy Ocon raised their hands to object to the same motion.</p>
<p class="MsoNormal">Nacaya turned a blind eye to the raised objections for adjournment from the opposition and declared the session adjourned.</p>
<p class="MsoNormal">Former city councilors Edgar Cabanlas and Alvin Calingin separately told Gold Star Daily that that the move to silence the voices of the opposition city councilors during their regular session yesterday speaks a lot of how the administration city councilors are trying to hide something regarding the Agora deal.</p>
<p class="MsoNormal"><em>“Klaro kaayo sila nga nangahadlok nga ma-</em>discuss <em>kining</em> Agora (It is clear that they fear discussing this Agora project),” Cabanlas said.</p>
<p class="MsoNormal">Calingin for his part said what happened to the opposition city councilors during yesterday’s session was a “clear curtailment” the right to express not just for themselves but for city residents who voted for them.</p>
<p class="MsoNormal">He said the administration city councilors were displaying “excessive arrogance” just to hide the truth from the people.”</p>
<p class="MsoNormal">Calingin said Nacaya and Tabor should have just allowed Abaday, Lao and Ocon to speak during the “Special Reports” part of the session or during the “Other Matters” even without the Agora BOT deal.</p>
<p class="MsoNormal">“Kay sa tinuod lang dii man gyud usually mai-calendar ang items sa Special Report ug sa Other Matters. What is only required is that the items to be discussed is of vital and urgent and the Agora BOT contract is of such a matter that is vital and urgent,” he said.</p>

<p class="MsoNormal">In an interview with Gold Star Daily, city councilors Roger Abaday and Teodulfo Lao said yesterday that they are ready with their arguments against the P250 million BOT contract signed by City Mayor Constantino Jaraula and Mega Farm Corp. president Erwin Bryan See last week.</p>
<p class="MsoNormal">“We are readying ourselves because there is going to be more than fireworks! We expect it even to be a bomb,” Abaday said.</p>
<p class="MsoNormal">Lao said they will raise how Jaraula did not have any authority to sign the BOT contract under Republic Act 7160 or the Local Government Code and even Republic Act 7714 or the BOT Law.</p>
<p class="MsoNormal">He said they will also inquire as to the submission and completeness of the documents presented by Mega Farm Corp and whether all the requirements under the BOT law and other pertinent laws have been complied with by the project proponent.</p>
<p class="MsoNormal">“We expect fireworks from the administration city councilors but we hope that they will go above their partisanship and look into how this will severely affect not just our City Government’s coffers but the lives of our constituents,” he said.</p>
<p class="MsoNormal">Lao said they will also raise the matter of how there is a letter request submitted by James Giam last December 5, 2008 asking for permission to construct another bus terminal adjacent to the Gusa Eastbound Terminal at Gusa this city.</p>
